In Cordeiro's case application made 14.2.13. The Chief

Justice issued administration on 11.4.13; the letters of adminis-

-tration should have been given to the applicant (provided he

paid the ad valorem fees) within about a week: but the exact time

would depend upon the amount of work say at the outside a week.

I cannot account for such a delay as to the end of June:

unless forgotten. The ad valorem Court fees were in fact paid on

July 3rd. after I discovered the file in Mr. Alim Khan's drawer.

I signed the grant: but the stamps were not then on: it must have been an oversight: I may have been busy and took it for ranted it]

The case of Li Ah hau; a case of Letters of Administration:

$14.50 was paid to Mr. Alim Khan on or about 12.9.12; 86 disbursed

by him in stamps on 17th. September, 1912; balance retained till

9th. August, 1913, when he sent it to me. Letters of Administra-

-tion were handed out on 29th. September, 1913. The question of

sureties caused the delay.

All the pending files were kept by Alim Khan with a register:

all the cases were duly entered: he concealed none. I never check-

-ed the register with the file: all the files were under his (Alim Khan's) complete control; some files would never eventuate. Only Alim Khan and the applicant would know the cause of the

delay.

No periodic emmination was made by me into this register. Alim Khan managed the matters up to a point himself; the papers would come to him from the Chief Justice and he ought to notify the parties concerned; if he didn't, there was no check.
